She has to be there if she wants to view it in full. There has to be a sort of reference point. Like Trouble with the chainsaw, she couldn't see the surroundings only the rawest details of it. The more places they visit the more Dawn's abilities evolve and develop, you'll see. She can relive what happened to those ponies who she meets. But can only relive the atrocities if she's there not if she meets the a survivor, not unless she wants the full picture anyway. You'll get as the story progresses.
