I find this story really amusing, for me your descriptions are fine and your dialog is perfect not too much nor too little.
But I am confused by this:

It just doesn't make sense, Shouldn't it be more on the lines of :
"He took the scroll, and hands it to Twilight, a map of Valoran. "
"He paused and held her the scroll purposely, as she was writing down each word he said."
Or something among those lines, I am just making a suggestion that the line or sentence needs a bit of fixing.

I shall try slowing the pace down in the later chapters. Chapter 2 was written before this comment, but I am witholding it for my prereader. I shall try to make more relations between characters, but 2 introduces something more to the table. Remember, war broke loose, so yes it shall be a rather fast-paced story. But I will try my best to slow the hype train.

The story seems sound and somewhat interesting even for someone not familiar with the game, albeit somewhat short in length also in character depth both personality wise and interaction between champions and summoners.
I recommend that maybe show them interacting with each other next chapter to flesh them out.
Minor gripe is that Star-Swirl the Bearded wouldn't know about the Elements of Harmony. He was Clover the Clever's teacher, which means he was around before the rule of the Two Sisters and before the reign of Discord. Since Celestia and Luna discovered the Elements sometime during Discord's reign, Star-Swirl wouldn't even know that they existed.
Good try trying to work in the Institute of War. Too bad Riot scrapped that whole plotline and is reworking all of League of Legends' lore to be one cohesive world, with summoning chucked right out the window.

While yes, Heimerdinger did not truly "create" Blitzcrank, Blitzcrank disliked his true creators who demanded that he work for them, and left Zaun permanently once he was declared autonomous. He left for Piltover, and Heimerdinger worked on him there.
