I read a story somewhere on the site, Celestia created a department to shove the useless bureaucrats into so they wouldn't interfere with the REAL work. Theyd file their paperwork and whatnot where nopony would ever truly read it.
She also hired ponies to undo the filing so it was almost impossible to find it all.
One of Reality Check's stories, The Audience, (since transferred to AO3) had a gov't office specifically for hiding the incurable bureaucrats. Their job was simply to review and file each others' paperwork.
The token human was properly impressed by this.
