I think it is because he still hasn't completely gotten over what happened to Jenna.  He is afraid that a crisis will pop up and it will lead to Twilight getting hurt.  He want's to both avoid that possibility and avoid the hurt of losing someone he loves.  Think about it.  He is immortal.  Even if Twilight doesn't get hurt she will still age and die while Omnius will live on forever.  He should try though because the happiness one gets from being with the person they love will always outweigh the sadness of losing them.  Hopefully he will learn this.

I've read the WHOLE story (the first one) and I understand why Omni doesn't want to be in love again, even Jenna have told him to find another love.

Wow all very good reasons for not being able to love Twilight however since this is a romance story and I don't see a sad tag anywhere this will be resolved somehow I only wonder how.
