I get the reference, unfortunately. I never liked that show, though, so I'm not going to dignify it with an identification. Plus, its wording fits a bit awkwardly, so even if I did like it, I don't think it would work.
The problem with this story is that it doesn't go far enough. This is the kind of story that really needs to go overboard in order to work. You have a "Random" tag, so make it random! Mix things up a bit more, and add more variety to your jokes. For example, you have Celestia making her best decisions while drunk. That's fine, I guess. When that gets old, then what? Will you stop using Celestia? Running gags don't work too well in the long run without plenty of other gags in between uses. Otherwise, it's just the same thing over and over again.
It's still early enough in the story to prevent these issues before they become problems, though.
