This story could be considered an Alternate Universe story, if Rain is from some pegasus society that developed separately from equestria. Best question in my opinion to ask is "Does Rain know about Celestia and Luna?" If the answer is "No", this is probably Alternate Universe.
2714208 I think it's about 4 or 5 miles up. And any inconsistencies with science can be chalked down to, "it's Equestria, not Earth." (That's one of the things I love about writing fanfics. XD )
