"The year is 336 EoC - that's 'Era of Chaos' for you laymans out there, you know who you are -, and Discord has happily ruled his kingdom of Chaotia. Though, three hundred thirty years of pranking can be very taxing on one's creativity, even for the Spirit of Chaos, so he turned to more unorthodox methods.
He spent his time devising a special spell from the Weaves of Chaos that constantly shifted the 'rules' of Chaotia, the essence that granted him access to all his power. He spent weeks thinking, until finally deciding on something that would truly annoy somepony to no end. What if their lust... could speak? What if it could speak in such a way that it would drive their owner to either insanity, or to get the nearest pony to rut them in order to silence the voice? His grin was wide that evening as the spell constructed itself, but it required quite a bit of power to inspire sentience in something as simple as a reproductive organ.
Sadly - or perhaps not -, the spell received too much power when it was cast. And so, for the last fifteen hundred years, ponies have been born with 'speaking privates', their penises and vaginas whispering to them, aching, begging for something to surround them or fill them. Though many would succumb to lustful madness, others would devise ways to silence these voices, either through meditation or what would come to be known as 'masturbation'. It also became a practice to teach children the ways of how colts and fillies functioned, to ensure that they, too, would hold onto their sanity.
Following this, it has been socially acceptable for a young pony to satisfy themselves, if only to save themselves from lust-driven insanity. Also, the age at which a pony would have their first bout of intercourse is surprisingly low, though many prefer to wait until they're older so they aren't looked down upon by society.
Brothels are also not only legal, but widespread with many patrons, as well as employees. As everypony seeks release from the whispers that would so drive them up the wall, mares would let stallions drive them up the wall, finding a satisfaction in both the pleasure of being filled, and their vaginas being too full to speak.
Many other things were born of this spell... and to think, it all began with a single prankster's ambitious trick."
