On the Bat computer screen are the pictures and names of all the C-list villains who have been reappearing since Batman allowed other heroes to help keep Gotham safe. With most of the A-list villains in jail the other villains are stepping up. With some of the villains haven't been seen for years or been keeping their crimes low level while other villains with more flashy crimes take all the attention.
In the cave are the Bat family, who have been working together with the latest case.
Hawkfire, Betty Kane.
Batgirl, Barbara Gordon.
Cassandra Cain, Black Bat.
Batwing, Luke Fox.
Are at the computer looking over all the data and information on the villains and what their M.O. are. Many of them haven't operated in Gotham in years or been flying under the radar. Easy thanks to how the other villains are very flashy in what they do.
Batwoman, Katherine Rebecca.
Red Hood, Jason Todd.
Nightwing, Dick Grayson.
Tim Drake, Red Robin.
Are all exchanging what they heard from their usual sources on the street. From what they have managed to hear, the villains are planning on replacing the empty spots that they use to hold before the other villains showed up. Especially Doctor Death, the first villain Batman had to deal with, he and his henchmen are planning on something big.
Robin, Damian Wayne, and Spoiler, Stephanie Brown, are keeping busy as they watch over Sunset who is in a highchair. Robin has given Sunset a ruler to use as a sword, trying to teach her, as she's crewing on the wooden ruler. Spoiler is making sure that Robin doesn't give her anything that could hurt her. Like the wooden sword he was trying to give her, before Spoiler gave Sunset the ruler to use instead.
"She's too young," Spoiler said watching as Robin tried and failed to get Sunset to use the ruler as a sword.
"I was younger when my training began," Robin said.
"Yes but she's going to be taking after me," Catwoman said as she walks into the cave with Batman.
"Any update?" Batman ask.
"We figure out the villains who are making their moves to fill the power vacuum," Batgirl said bringing up the screen of the recent pictures of said villains.
Egghead and Olga, Queen of the Cossacks.
Shame & Calamity Jan, with Jan's mother Frontier Fanny, western theme villains.
Louie the Lilac, a gangster who loves flowers and grows mutant flowers.
The Minstrel, knows everything there is to know about music - including the exact frequency needed to vibrate a city into dust.
The Sandman, can put just about anyone down for forty winks with one pinch of his chemically-treated sand - and in the process, turn them into sleepwalking slaves.
Lorelei Circe / The Siren, her voice can hypnotize people, but it only works on men.
Dr. Cassandra Spellcraft & Cabala, a evil alchemist and her soppy husband.
The Monarch of Menace, is on the very short list of villains who've actually gotten the best of Batman.
Gagsworth A. Gagsworthy, known as Gaggy for short, was a dwarf who was the first sidekick of the Joker.
Quakemaster Robert Coleman, was a Gotham City architect whose reputation was ruined when an apartment complex that he designed and built was destroyed by the hurricane. Uses a super powered jackhammer to cause small scale earthquakes.
The Spinner, Swami Ymar, wears a metallic suit of green armor covered in spinning discs and carried a buzz-saw gun to commit crimes.
"Wow, Gaggy? I haven't heard from him in years," Catwoman said.
"Some of them just left Gotham after they got out of prison," Batman said.
"The most problematic is Egghead and Monarch of Menace. Egghead is a mastermind and Monarch would have improved on his gadgets since he got out of prison," Nightwing said.
"Monarch did run rings around you and it was only because of his son that you were able to take him down, instead of him remaining wherever he was hiding," Catwoman said.
"Ouch!" Robin cried out as he was struck by the ruler that Sunset flung into the air and struck his face while he was staring at the screen.
"What you know she, got you," Spoiler said smirking.
"She has some promise," Robin said glaring at his little sister.
"Anyways we all need to keep alert. Just because they're not some of the worst villains, they still have their moments," Batman said.
"Like the Star Trek Lower Deck show. It deconstructed rather ominously with the Pakleds who are seen as a joke in universe, showing that even if a threat seems completely incompetent and harmless, it can still become a very serious problem if ignored for long enough. They kept on stealing other alien races technology and became not so harmless once they had enough to build warships," Batwing said who is a big fan of Star Trek. (2)
"Which is why we can't underestimate them," Batman said.
"Well you can use this new tool," Red Hood said as he pulls out a reinforced guitar made out of solid oak.
"Really?" Batman ask.
"Why not, you took out Duplicate Man with one," Batgirl teased.
"Plus, Sunset enjoys watching the videos of you kabonging the bad man," Catwoman laughs at Batman with the others.
And Batman knows that this is going to be following him for a very long time.

Elsewhere -
In Egghead's hideout a meeting is taking place with the villains that the Bat Family have spotted. All of them are seated at a long table as they enjoy chocolate eggs with fillings inside of them. As the hideout is a candy factory that is a subsidiary of the main company that makes the snack food.
"A candy factory that makes chocolate eggs?" The Siren ask Egghead.
"I like to have a hideout that actually pays for itself and gives me a nice place to laundry money away," Egghead said.
"Beats having to deal with Penguin and his cuts," Minstrel said.
"So what's the plan you have that needs all of us?" Shame ask.
"Oh, I'm not the one who came up with this meeting," Egghead said.
"It's me," Baby Doll said who has been sitting quietly.
"You?" Monarch of Menace ask.
"Yes me. I called you all here so I can lay out a plan to get us some money. No fancy or flashy stuff, just a plain old bank job. And like all heist films all of your different talents as the crew so we can pull off the greatest heist where we get away with it. By following this movie," Baby Doll said as she puts down an old DVD of Die Hard 3 on the table.
"You want us to copy the plan in a movie?" The Sandman ask.
"Robbing the Federal Reserve of Gotham of all of the gold inside? Does anyone think that robbing that is a silly idea?" Baby Doll ask.
"She has a point," Spinner said.
“Here’s the plan, Quakemaster, you’re to dig your way into the vault. Louie the Lilac and Sandman both of you use your talents to put the staff near the vault into a daze. Spellcraft you make sure that the sand and pollen work won’t make like a poison that will kill anyone who breaths it. Also to distract Batman and the others we use sleeping gas and sand to make it look like we’re hitting someplace else. Minstrel and Siren you two use your talents together to make anyone to not care what’s happening to the vault. Shame you handle transport, the rest of you will be providing the muscles to get the gold into the transports. Then once we get away, we split the loot and be rich,” Baby Doll explains her plan to the other villains who are interested in her plan.
