You should still check into Medicaid (called Medi-Cal here in the PRC). All states participate in it to some degree. Even if you live in one of the states that didn't buy into the Medicaid expansion under the ACA, you may still be eligible. And Medicaid ain't getting repealed -- that's not even on anybody's radar (aside from the most strident anarchists/minarchists).

Yes, I just read Scootamom. Seriously I wouldn't have read the whole thing if it wasn't good. You've got a lot of good stories all piled into one great big huge mess. Yes, sorry, but it's a mess. It's a good mess, but it's still a mess. Scootaloo and Celestia is a great story all by itself without having to add anything. Trixie being Luna's daughter has the potential to be a great story. Nothing else needs to be added.
Pinkie's brother should have been its own separate story as well.
Shadows from Babylon 5 - lose them - or make it its own story. Equestria has its own brand of shadows and that extra level of complexity just makes for more work. Equestrians as a member race at Babylon 5 has its appeal.
From what you've posted here I can see you are/were having issues with real life and I hope you are well. I myself live with depression. I've had to see doctors, and I've had to take meds. I'm off the meds now. What works best for me is not just to make goals, but to break those goals up into smaller more manageable goals. I don't take on big projects, I take on little projects that build into other little projects. I keep my focus on the basic story at hand without building too many things into it. If I can't figure something out I just let it sit until I can. When you need a spreadsheet to keep track of the subplots it's getting to be too many. My Ponies In Hogwarts took nearly three years of perseverance. And yes, towards the end I seriously could have used a spreadsheet even though I'd tried to keep the focus as narrow as I could. There were days where I didn't write anything. There were days where I'd write maybe one or two lines. Some days I'd write like I'd been possessed.
Sure I had my setbacks but I never stopped. I'd take breaks, rest awhile, and then dive right back in again.
