So, if meta fics are not accepted, shouldn't we delete fics that were uploaded before these rules came into place?
Too fucking bad if they got plenty of views, they got them unfairly, correct? So therefore, shouldn't these users be IP address banned?
I rest my case.

It's a grandfather clause. They're banned, but you can't call the views they got "unfair" if the fic was uploaded before the banning - because the person had no way of knowing they WOULD become banned.
It's a common thing in legal systems, up to and including things like the US constitution (Dwight D. Eisenhower was permitted to run for a third term despite the amendment banning this coming into effect during his period of office; he didn't take this opportunity, but it was there.)
