The problem in labelling a personal experience a fallacy is this: it degrades even scientific observation to nothing. Is a series of identical personal observations over a period of time by many people to then be considered a fallacy? No? It is excepted because it is more than one person over a period of time? At its core, it still remains a personal observation, even in a consensual group.
Strip it down, and it's still one person observing and making an opinion. It just happens to coincide with history or a committee.
