Appearance: Tall, graceful and beautiful, with vastly-intelligent eyes.
Relations: Luna is the immortal Alicorn Avatar of the Cosmic Concept of Gravity. Her closest kin is her sister Celestia; she is also kin to all other Cosmic Concepts of Nature’s Law; and more distant kin to the Concepts of Nature’s Fury. She sometimes (rarely) takes mortal lovers, and has born foals to them. This has made her a direct ancestor of a large portion of the Equestrian population, since she first did this almost fifteen hundred years ago.
Skills: Strategist, tactician, weapons mistress, mage, astronomer, engineer and psychologist.
Personality: Luna is at this point in her life becoming slightly manic-depressive, alternating between a somewhat puckish good cheer and melancholy for the many friends and lovers she has lost in her millennium and a half of life in this Aspect. The personification of Honesty, Loyalty and Laughter, she is extremely honorable, and has a basic benevolence towards all Ponies who have not specifically offended her. She has an excellent sense of humor, and when in a good mood is fond of jokes, pranks and general good-fellowship.
Highly-intelligent, she greatly values honor, intelligence and goodwill in other Ponies, and seeks friends or lovers possessing such characteristics. She is hot-tempered and impulsive, and can sometimes be led into error by these character flaws. She is not cruel, but she does like to fight, especially against truly evil and mighty foes, because in such battles she can release all the limits she normally places upon her powers to avoid hurting the weak and innocent.
Motivation: Luna is very loyal to her sister Celestia, to her personal friends, to the Realm of Equestria, and to all Ponykind in that order. She conceives her purpose as being a protector of those to whom she is loyal, by means of her demonstrably great skills as a strategist, tactician and warrior. She deeply loves her sister and her friends, and would go to great lengths to aid them. She wishes she could find more friends, and perhaps someday even a lover, who could share her immortality and thus not be parted from her by death. She always hopes that Dusk Skyshine, husband of her earlier Aspect Mooondreamer Finemare, will be reincarnated so that she will be reunited with him – but she fears that he will be only mortal, and hence that her time with him will be all too short.
Significance: The 25th century AUC (5th century YOH) will be a very dark one for Luna: this is the period in which her heart is shattered by her traumatic friendship with Crimson Quartz, which culminates in his fall into Shadow, re-emergence as one of the first known Nightstallions in history, the cruel Emperor Sombros, and utter corruption and betrayal of Luna herself. This ultimately leads to Luna’s descent into madness and summoning of the Shadows, resulting into her tranformation into Nightmare Moon, revolt against Celestia, and banishment to the Moon for a thousand years.
As a figure of shining nobility, paramount honor and transcendent good, she deeply does not deserve this sequence of events, but such is her doom.
And now he has reincarnated, as Twilight Sparkle, the soon to be Alicorn of Magic. She is an Aspect or Cosmic Concept or whichever one it is, so doesn't that make her immortal?

Yes. In the Shadow Wars, Alicorns are inherently immortal, because their abilities include complete bodily regeneration. It takes a considerable physical force to discorporate them against their will, and then what happens is that the spirits of those Incarnations rejoin their Cosmic selves. Which may be effective death, since they probably won't reincarnate in that world for a good long time.
So Luna may have Twilight, as a friend or whatever she becomes, for a good long time.
The Reincarnation Romance between Luna and Twilight is one of my most deliberate and conscious deviations from vanilla canon. In the show's canon, Luna and Twilight are kindred spirits and have been shown as becoming friendlier over time (starting with the fact that Luna is grateful to Twilight for leading the party that freed her from the NIghtmare and continuing with the explicit portrayal of Twilight as being one of the few modern Ponies who actually understands where Luna is coming from), but since both characters are in canon heterosexual, they are not falling in love.
In the Shadow Wars, by contrast, Luna is deliberately, slowly seducing Twilight by means of a long, gentle campaign of courtly love (she's well aware that anything more abrupt would frighten off the younger and far more innocent Twilight). It's working.
In the Shadow Wars, they are also both fundamentally straight. This is an exploration of love, lust and the extent to which one can substitute for the other.

And I really do think that Twilight and Luna would make a good pairing. Especially if Twilight regains her memories from her previous Incarnations or Aspects or whatever that is.

That's a key point. If Twilight can remember her earlier Aspects, she may remember why Dusk loved Moondreamer. With all Moondreamer's faults, which are essentially Luna's. Luna doesn't change much from incarnation to incarnation -- she's rather direct.
