Also, even though I found out that my old man lost his job about an hour after my computer went kaput, it sounds like he's already found a new one (he had an interview yesterday). I guess having more years of experience in his job than I've been alive looks good on a resume.

yes he is a doctor. But this is also the fallout universe. this is a universe where you can be near death, take an hour long nap and wake up ready to punch a deathclaw in the face... which is probably why you were near death in the first place.

I think the idea was to give you that familiar yet not so familiar feeling of what fallout 3 but at a quicker pace so that players could get straight to adventuring, but i do hope they make a better one in the next game with a bit more weight.

I honestly find no problem with magical stat calculator so long as you can justify its use.
Like write something like they often use SPECIAL for military and medical testing purposes. And then, justify it more by making sure the given stats are consistent with the character's performance in story.
